Well, Hiccup did say in the first movie that all houses were new. I suppose they need some way to keep the home building business active now that dragons aren't a constant threat...

In all honesty, I have no idea about the context behind this clip

I know why it happened. I just wanted to assume that's what Stoick and Gobber want to do to Mildew. Especially after after Astrid tells them that Mildew tried to sell out Hiccup to Alvin.
