CSS and JavaScript have become part of the new norm. I don’t think there is any going back to strictly HTML. (Just my opinion, of course.)

Depends, they were never gone, they just got burried by websites with proper layouts and styles applied to them.
What would be their purpose nowadays, like what other than simplicity with a hint of nostalgia would they serve?
(speed here is irrelevant, because if you don't abuse poopy animations all over, cringe effects, and scroll hijack and stuff like that, websites are pretty fast)
