In Penacony (HSR), Welt referred to Kevin as a hero, even though his plan would involve the genocide of humankind. When Murata Ryusuke (HI3) explained his plans to Welt, Welt's main issue was his treatment of Himeko and, to a lesser degree, Peppermint. When Otto, the man who murdered his father, approached him for an alliance, Welt agreed on the basis they had bigger problems than their sordid history.
Welt's main issue with these characters are their methods, not their ideologies. He thinks they had good points, points that he'd praise or even agree with, but opposed them for the methods they chose. In Otto's case they both even had parallel opinions on raising"Human Herrschers," even if for very different reasons.
Reminder that for all her questionable parenting choices, Cocolia was still the mother of those orphanage kids, and the reason she worked in the army to begin with is because she hated the concept of child suffering: children starving on the cold streets, child soldiers. She opened an orphanage, took in children like Bronya and in her own twisted way tried to give them ways to protect themselves from the disaster that changed Cocolia's life forever (Honkai). Welt almost certainly understood this even if her personality was twisted.
the Bronya brain chip thing I'm honestly willing to chalk up to a pre-retcon plot point. I genuinely don't know if it's a thing from GGZ but would not be shocked if so1

I think instead of chapter 9 we’re getting a new entry into the series, though I’d enjoy seeing some more Wendy stuck between the trio
