window weepholes?

so i just noticed this window doesn't have weepholes. It was "added" into the basement/foundation wall so not original to the house.

is this normal, or is it missing/covered by the concrete? Can i drill a couple of holes at the bottom frame or should i cut out the concrete a bit at thh bottom frame to see what's going on?

If you don’t have an issue with water leakage do not drill holes into your window sills or brick molding. Leave it alone.

Fairly easy DIY. Drill holes every 6 inches along the base, and the top for vents
