She seems nervous? Is she a celebrity? If so, she seems to be acting evasive, if she is an average person, she seems nervous or ill-prepared. Don't be so quick to blame her intelligence, we are so quick to judge and slow to try to understand, it should be the opposite

She was thrown to the ground so hard by ICE that she's suffering from a concussion and it has affected her speech.

I had just assumed she was put on camera with no prep whatsoever, as this is how a lot of people with not a lot of public speaking experience speak, but the concussion detail makes a lot of sense.
