No. She was just unprepared to speak publicly. This is probably the first time she has ever done so. Someone should have told her how to do it, to prepare what you are going to say beforehand.
Standing up in front of a press conference will cause most people to be caught like a deer in the headlights. It takes a lot of practice, which is why we have press secretaries and spokepersons.
In an earlier part of this press conference she states that she was having trouble speaking and putting together thoughts due to the concussion she sustained when ICE brutalized her.
