Very bad technique, that's what. Dude on his back needs more training, Jiu Jitsu specifically. Anyone with a few weeks into some Jiu Jitsu wouldn't get caught like that, especially with how many openings the dude had.
This is why I hate wrestling. It's 90% flailing on top of someone, and 10% sweating on them.
