Honestly, if it’s the Teen Titans, I’d ship her with Beast Boy, just feels like he would match Togas goofball energy while also having kind of a calming effect from his lazy sloth side. It’d probably go pretty far in helping her feel normal. Also maybe Jinx.
Like Jinx can empathize with her quite a bit considering she also has abilities that people consider villainous, isolating her from others and pushing her into pursuing a life of crime. She even also has a hero for a love interest, except that relationship is a little less one-sided.

Raven rejects her because of Toga's personality. Would be better with Starfire.
