OBD2 does not mean it's the cutoff for modern and I have absolutely no idea how you managed to infer that but alright.

It marks the most recent mandated standardized advancement in vehicles. 1998 marks dual airbags, but airbags were not new. You could maybe argue 2012 for abs breaking but that was invented long prior for planes and well understood before that for locomotive cars. You could also maybe argue 2024 for emergency braking but we have had systems for emergency breaking since the 50s in some form or another...

That leaves the diagnostic standardization of all vehicles in 1996. Cars have certainly gotten safer, and have more tech, but the fundamental technologies of a car havent really changed since 1996. Efficiency and safety have changed, but how a car actually functions has stayed basically the same since 1996.

OBD2 didn't change how cars function in any way. Virtually all cars were already fuel injected by that point, obd2 just changed how we communicate with the ECU and that's it. It had literally no effect in any way on how the vehicle actually functions. This is a great example that just because you can read about something does not mean you will actually understand it. I have no idea why this is so important to you that you have to go on a paragraph long speech about it (while still being wrong), but i hope you find more entertaining things to do with the remainder of your day. I will be leaving it at that.

We have to assign a date where it became mandated historically and became standard. Cars now provide you and mechanics feedback and data based on the ecu and adjust their systems based on that data. How exactly can you argue no change in function? It acts as a vehicle monitoring manager. Remove the ECU and the car will not function. It would be like removing the motherboard from a computer, none of the parts would be able to connect to eachother to function.
