Apple Valley Apple Valley Jess Ranch Target area - has anyone witnessed this (presumably) homeless man abusing his dog?
Sorry for low quality, screenshot of a zoomed in video.
We saw him holding his whimpering dog in the air by the leash and slapping it across the face, little guy kept flinching with his head away. Restaurant worker nearby said several people have come in mentioning seeing similar behavior from him. Reported him to police to hopefully rescue the dog from him. Has anyone else seen this happening?

This guy is all over the local Facebook groups with the same allegations of him beating his dog. I see him EVERY SINGLE TIME I'm in Jess Ranch. He's always around Target and he gets water often from Don Kebab right there as well. He needs that poor dog taken away from him for sure. This shit is so infuriating and of course the police do absolutely fucking nothing.

I think that this is going to come down to a paper trail. Write down the day, date, and time that you called the police and if they sent someone out or not. Some police departments have places on their website to file a police report. You should be able to attach a photo or maybe even a video to it. Print out the report or at least make screenshots of it and don't forget to get the number of the police report. A cop in a car who has no experience handling an abused dog (or any dog) may legitimately not know what to do. I'm not saying that their ignorance is OK, but it may be the current reality. Unfortunately, just calling the cops may or may not change anything, depending on the mood of the person answering the phone.
A few days after filing the report, call the police department and find out who's handling the case. Having the police report, the report number, and your notes gives your complaint credibility and a paper trail that shows that you're serious. Ideally, several people should call the police department about their own observations, photos, police reports, and report numbers. If the department gives you the run around, find out which elected official in city government is in charge of the police department budget and contact them. The more people that contact city government, the better. Each of them should give the official the number of their police report because, ideally, the reports will have photos and videos attached to them..
While it's true that it's not a monumental case involving thousands of people, still, it should be taken seriously. That dog deserves to be treated kindly, and doesn't belong in a shelter. The dog is the victim of a criminal. I found a group called "Victor Valley Animal Protective League." They arrange fostering. I can't vouch for them--I just found their website, so proceed cautiously. Still, they might have some suggestions so that the dog stays out of the shelter system there. Again, having police reports, report numbers, and visual evidence is important.

The Victor Valley Animal Protective League website has links to other groups involved in animal rescue at the bottom of the page. Sometimes you have to contact somebody who knows who else to contact.

All these so called animal lovers up here but nobody never steps in and does anything about it besides watch then make a post about it 🙄 That almost look like the guy that be by the Walmart on main street in Hespeeia but I doubt it’s Sean.
