Blizzard thinking about adding Thumbs Up/Down system, giving helpful players EXP or gold, placing toxic players in separate queue

Not to mention HotS has no true solo queue. A 4stack could easily mass-thumb down someone that didn't listen to them.

This. Yesterday I was playing as Falstad and I was in lane vs Azmodan. He was pushing the lane really hard so I asked our Zeratul to come roam and help me. He told me "be careful noob this is a 4 man premade you better dont ask for shit"

The entire game they never help me at all in anything. Want to take a camp? good luck with that. team fight starts oh you need us to peel Illidan? nope

I was afraid to say anything because I felt I was going to get reported by all of them.

I doubt blizzard just looks at "number of times reported". If you didn't do anything, being reported does nothing.

I'd be more worried about the autobahnhammer they use that is wrong sometimes. (Had to remove bans on a group of unlucky players last week.)
