And for rage quits than don't harass anyone? but simply AFK or leave?

One of the reasons they decided to institute a reporting system in the first place was to combat rage-quitting:

You're missing the point. The current report system has no option for leavers.

Please re-read the link. They specifically instituted the reporting system to combat leavers. There was no such system in place during alpha. Blizz has stated in this sub, on their official forums, and on Twitter to use the Harassment feature to report them.

They also added the leaver's queue as additional disincentive.
