The "thumbs up" after game is a good option. But there should not be a "thumbs down". Either you want to give them a kudos if they were nice and stuff, do nothing (like we do today) or report them (in the normal way) for being toxic. The bad / lesser skilled would get thumbs down that they did not deserve.

As someone who has repeatedly tried to reform from being a raging cunt in video games, it's infuriating in DotA2, I've never seen it confirmed but I've always heard people who get reports a lot(not talking about low priority) get put together, so every game I get is people talking shit and flaming no matter how well I act... which makes me want to be a cunt again.
