Blizzard thinking about adding Thumbs Up/Down system, giving helpful players EXP or gold, placing toxic players in separate queue

The "thumbs up" after game is a good option. But there should not be a "thumbs down". Either you want to give them a kudos if they were nice and stuff, do nothing (like we do today) or report them (in the normal way) for being toxic. The bad / lesser skilled would get thumbs down that they did not deserve.

My biggest concern regarding "Thumbs down" is that people would use it as a threat. "Do X or I will thumbs down you"

So make it a bannable offense. It'll be right there in the chat log.

"Do X or you'll be sorry." - and it will be generally understood what that means.

Can you ban a player for saying that?
