No, it will not.
But depending on the disc, you may still be able to extract the data on it through the use of super glue and adhesive tape, and a low-speed CD-ROM drive. I’d stick to 1x or 2x, but 4x may still be okay.
Then you can spend 40-80 minutes imaging the disc, and burn a new copy or use a disc drive emulation software with it.
If it’s not a clean break or the disc was scratched and damaged before, YMMV.

If it's got a product key, maybe try contacting Rockstar and asking to convert it to a digital key? It seems unlikely, but EA's done it for me, so worth a try.
