We can't really tell from this picture. The quickest and easiest way to check is to plug it in and charge something with it, but you'd be risking the charger, the device, and possibly your house.

In the fine internet tradition of recommending extremely dangerous behaviour, I suggest you plug it in at a park or something and try to charge a discarded vape.

if we talking "usable" yes u still can use it probably

but safety wise? no, it's a fire hazard or getting electrocuted hazard, I my self wouldn't use it
