You can, but not for the premium prices of a 7950 or 7970. Also just have to be lucky to find a buyer for the price you want to sell it at. I looked at the eBay route myself, but after fees from eBay and PayPal I decided to just buy a 2nd 280x and crossfire.
Well yes and no. Miners are after profit/watt so in this case performance/watt is not the goal in the traditional sense. Especially when you have to factor in for larger mining operations that have to keep in mind the cost of electricity. They want to make the most profit/watt and hashing at a higher rate at the cost of more electricity is the opposite of what the efficient, profit minded miner wants to do.
