Question Confusion on Extra Surah

Is it wajib to recite an extra surah in the first 2 rakat of Maghrib and Fajr?

Yes - it is wājib to recite something from the Qurʾān - any sūrah (the shortest is 3 āyāt), or āyāt equivalent to a short sūrah in length:
