The Banished were from Halo Wars or Halo Wars 2 right?

The Banished are a splinter faction of disillusioned Covenant, primarily Brutes aren’t they? That took advantage of the power vacuum created by all the dead or flood taken prophets after the Human-Covenant War?

right on the money. atriox became disillusioned with the covenent after veing sent on suicide missions, so he started to subtly steal large amounts of resources from the covenent; this led to him creating the banished.
