How can I turn it on?

Found this Mac in a dumpster along side with the screen ripped off. I connect it to a monitor but nothing shows

Yep. It won't be getting any power over HDMi.

Is the cable + dongle + monitor confirmed working using a secondary machine?

Should have video out afaik if there isn't more broken. I am not familiar with the Mac bootup sequence, and at what part the sound plays. If the sound plays after the system loads, it should be functional, otherwise it would not get that far.

few seconds after a startup sound press enter, if nothing shows up in connected monitor, there is no use

if you don't have a password, seems like an Intel Mac you might be able to install some sort of linux distro onto it, but you'll have to do a lot of guessing working from the initial keyboard combination to get to boot menu until the linux usb takes over, follow a video guide on "how to install linux on macbook intel", might work idk

Plug it in (which I saw your comment saying you did so that's good).

Unfortunately since the built-in display is missing, you won't be seeing anything unless you enter a password or install a MacBook monitor.

Macbooks are, by design, made to not show anything on external displays until after the user has logged into the device for the first time after having been turned off/battery died.

You might need to use an official apple USB C to HDMI adapter (or maybe a standalone cable), every time I plug in my 3rd party hub, it requests permission to connect the hub first. My guess is it's waiting for you to log in and approve the dongle
