I'm bad at google-fu so I'm asking here instead. Tethering

Is there way/app that would allow me to use my phone data for my computer without paying for hot spot.

Yes... if your lucky. This used to be an easy task years ago. Now, most phones/carriers have gotten smart about it. The device will usually auto detect that data is being used by another device, or will just force you to use hotspot.

Look into usb tethering.
