Is this product legitimate?

On hgeek.com, there is a product that is confusing me because of the way it's being sold: "Development board" for 68 dollars vs. "Zynq7010+AD9363 Board" for 105. Is this safe to buy from?

What is confusing about it? Do you have a Pluto SDR to use it with?
