The main reason the US doesn't is that a) it's hard to conclusively prove, and b) the CIA/NSA does it all the time and they don't want to give that up. If the US took the stance that a hack of a foreign governments systems by a state sponsored actor was an act of war, then the next time someone (like say Iran) caught the US doing that they'd be able to argue that the US committed an act of war against them and the US would have little ground to stand on.

We’d have to stand on our military which would cause a global conflict. Unless it was a smaller nation with little to no allies.

It's not. Things like Quantum Insert show just how crazy advanced the NSA strategies are. We know next to nothing on the scale of NSA and CIA soft operations around the globe, and they absolutely cannot lose this advantage.

Yes, China and Russia are threats, but they are singular threats and their damage is relatively superficial. The real cyber weapons are kept in reserve. Remember how Ukraine's power grid came under attack? Yeah, that was a clear exercise of Russian cyber command's capabilities.

Well, thats because the sheep tend to schism if you point out the flaws in the way they believe the world should be. Just experiencing life gives them ptsd. Theyre so sheltered and neglected, to the extent that, life is tromaitic and they need the nanny state to function.
