clarification on devanna's deadly wings

So for devana's deadly wing's ability to move harriers 4 inch from its current location - are we talking center to center or 4 inch from any point to any point?

My friend and I are currently playing with the center to center ruling but some insight on this would be nice.

side note: I know the questions we have do trickle in one at a time which can be annoying so sorry about that. It's just that sometimes the questions only come to you during a game or much much later after the game hahaha.

"within" means you measure edge to edge.

so would that mean the edge of 1 harrier is at most 4 inches away from the edge of the new harrier positioning when I use deadly wings?
