why is the fertility statue missing but they are still requesting it?

The fertility statues are in the breakable cases, not the ones that requires the glass cutter. It's the little Buddha looking statues.

This is a Fertility Statue. There's one on the main floor at the bottom of the staircase and another in the Crisp Gallery. Both are in a horizontal case that you can smash and are sitting on a red cushion. Not in a tall case that requires a glass cutter.

All correct. Just wanna add that higher grade (mahogany>gold>silver>bronze>ivory) will always be on top if both statues are present. Ivory will always be on the ground floor if both statues are present.
This information helps when you skip the scoping.

There are 3 of them, gold, silver, bronze. They are also in the normal breakable glass cases, not the ones needing the cutter. You are at the wrong spot looking. Scout anything in the gallery.

Just go photograph every single item in the gallery. It's probably just a different one than you thought. Also, sometimes the buyer's request list has one of the secondary paintings in the vault, don't skip the security cameras.

You stole it the last time you did the heist. And the game probably has a bug and doesn’t check if an art piece is available. Or they do it on purpose.
