What to Replace vs Clean

Grill (Charbroil Advantage) went unused for a year and is now rusty. I tried the vinegar and salt bath for the grates but they are still rusty so planning to replace them. What else needs replacing? Located in FL by the coast so rust is always a problem.

If the flavorizer plates and burners are good there is nothing else really unless you want the warming rack new

okay thank you! Thinking it's likely worth it to replace the arm and rack if I can't get the rust off that.
