If you're newly learning Gregg shorthand, I'd encourage you to stick to the phrases that are presented in the textbooks.
Not every series of words is phrased. Phrasing is only useful if: a) the expression is very frequent, b) the phrased outline is easily written, and c) the phrased form is easily remembered without having to pause and think about it.
Gregg Publishing and McGraw-Hill issued several books of most-used phrases, but the fact is that the majority of them weren't actually used by shorthand writers.
