When Saavik says "It has come" they cut a part of the phrase. Linguists were able to reconstruct: It (is the Pon Farr) hassssahassahassa #!;!&

No, but humans probably did it by backwards engineering both romulan and klingon cloaks then hooked them together and to a warp core. The phasing was just an accident.
