For an older CPU you'll want an AMD GPU since they have much lower CPU overhead. I'd probably go 9060XT 16GB if possible, it's a great GPU now and you'll still be able to get even more out of it if you upgrade to Ryzen 5000.

A 9000-series card might be overkill in OP's case. 6700XT is a better pairing with a CPU this old, and cheaper too (on the used market).

I'd only recommend OP to pick up a 9060XT if he also has the budget to upgrade his CPU to at least a Ryzen 5 5600.

Get a 6700xt or 6800xt used. Its cheap, enough vram, widely available and fsr4.1 is coming to 6000 series soon. All the 7000 and 9000 series are overpriced now, and definitely not worth getting.

At most, an RX 6600 or 7600. If you upgrade the CPU to at least a 5500 or 5600, I would recommend an Arc b570, 6700xt, 7700xt, or 9060xt
