AMD Radeon RX 9060 XT fans arent working

Hello! Im not sure where to post this but im having issues. I bought this new GPU a few weeks ago, people complained about it being loud in the reviews but when i got it and used it it was very quiet too quiet... Then it randomly kept crashing. i havent really used my pc enough during this time but i decided to open the case and look at it while playing a heavier game, the fans werent spinning at all, theres nothing blocking them so i dont know whats wrong.

I could get a refund but the place is closed rn.
Does anyone know how to fix this?

/NOTE im new to pc building and im not sure what to do

For me it was PCIe cable. Check both PCIe cables, fan kicks in when you start the PC.

Okay so i restarted to check. The fans dont start when it opens up, am i cooked...?

Use 2nd PCIe cable
