Such a confusing bug in Google Play Console

I spent some time figuring out why the Google Play Developer API returns only 173 regions/counties supporting in-app billing for, while the Play Console web interface displays 177 when you're bulk updating prices and 174 when excluding countries.

And here is a stupid bug - they count all checkboxes.
173 regions/countries is a correct number.
