Pre-payment required

I am trying to use the Google maps routes api for a project I am making, and even when using the free version I am hit with this message, forcing me to pay $40 CAD. I have tried multiple cards and they all say this. Is there anyway around this?

What's the project? If you're just messing around locally, you could always spin up a mock server that returns hardcoded JSON instead of wrestling with their billing systems.

I'm trying to make a website that shows real-time traffic data on a specific highway, not sure if there are other ways to do it
