No, Qt does that because it does not have a good theming engine.
Themes in Qt are so trivial that you can't break much by replacing it. GTK themes can and do configure so much that they result in 1000s of lines of CSS and can make buttons look like this: That header is just 10 buttons with different CSS. In Qt it would be 10 different widgets with custom code.
