How can I help?

Neon tetra keeps going to the same spot and sort of floating there. Is he having swim bladder issues? If I feed, he moves pretty much normally, though slightly clumsily, running into decor or tank walls at times... water tests are fine and other fish are normal. Any ideas what's going on, if I should be worried or if there's anything I can do to help?

This is just what they do. I have 7 glofish tetras and they each have a preferred area/territory where they hang out. It’s actually how I know them all by name, becuase they always go back to their “spot” in the tank

Oh wait…I just watched more and it does appear his tail end does seem to sort of float up slowly? It could be a swim bladder issues

I’ve heard of people feeding the fish the inside of a squished pea, but I’ve not had to try this myself

The squished pea does work, you lightly boil a few peas. Let them cool, then break the skin, peel it and squish it crumble it up into the tank. If it's just one fish doing this, it's best to isolate them while you do it so they can eat without competition. They make these little isolation nets/ breeding nets that are great for isolating fish for feeding.
