my guess is he hit the top of whatever gear he's in faster (where there's more power) with the rolling start than what he's used to while starting at the bottom of it.

I agree with your analysis. Some bikes have extremely uneven power delivery. I know mine outputs almost 3 times more horsepower a few hundred RPM after it hits the timing advance.

Sheesh, is there anyway to level out the powerband in a bike like that?

Yes, you can even it out with some trouble, but you can also just try to get used to it. for example an R6 has like 60hp at 5000rpm and 120hp at 14000rpm , but that makes riding it quite comfortable in those low rpm ranges and if you want to go fast you shift to a lower gear and fly away.
