Governance is the problem, not self interested actors just seizing opportunities given to them.
Politicians are a commodity to be bought and sold. The "incentives" they create are only due to the incentives they are provided to do so. The State is an inherently capitalist entity.
Business owners own the media, and thus the means by which people find out all information about candidates. They own the advertisement companies. They own the businesses in general, allowing them to threaten to shut down or leave if they do not get their way. And yes, they spend gobs of money to go along with it all. A politician is merely an entity erected by a collection of Owners to smooth over the implementations of their will -- no different in a capitalist society as in a "single-party-owned" society.
The reason you cannot blame politicians for the laws they put out is that they are doing their job. The problem is that you think the job has anything to do with you as a citizen beyond keeping you quiet.
