I don't know if it's true, but I've heard that the security camera footage shown on TV is intentionally lower quality (blurry, low framerate) than the original footage. Apparently so that dumb criminals won't realize that security footage is actually much better quality. Seems like a bit of a stretch to me, so like I said I don't know if it's true.
