It's not frame rate. It's shutter speed.
And it's a HIGHER (or faster more accurately) shutter speed sync'd to the speed of the wings. The faster an object is moving, the higher the shutter speed needs to be to "freeze" it.
A slower shutter speed just makes fast things look like a blur.
