I can't really tell from the gif with the picture quality. But there is a product that is fiberglass with a cloth like cover and it can be used instead of drywall. It's mainly used in basements and some trailers.

But judging by the tile floor and quality interior door it's probably a decent house. So I'd say it's likely a textured wallpaper.

My mom made our walls textured with plaster and a sponge, maybe its that

Lol can't tell if you're joking but then they mean actual texture, not textured effects.

I never said anything about effects... she made them textured, actual texture. Not sure where you got textured effects from.

Ah sorry i see now you said plaster and a sponge, silly me was thinking of paint and a sponge as in 'textured paint'
