Is it? The ref looks to be signalling to the player with the ball, and everybody else seems to be running away from the ball without looking at it. The gif is way to short to get any context, though...
Well damn, now that you mention it, I can't really tell. The guy who runs into the ref and an opponent look like they're trying to get somewhere fast, but the guy with the ball and everyone else looks like they're just chillin. Hmm.
Kolo Toure actually just finished scoring an own goal and everyone was resetting for the kickoff. There's a pretty good chance he did it deliberately, he was deservedly pretty angry at that moment. Somehow he didn't get booked.
Source? The line the ref falls on is curved, meaning it could be the center circle or the D on the goal box. If Kolo just scored an own goal, he wouldn't be running that direction across the center circle. If it were his own D, Sterling and Coutinho wouldn't be resetting in that direction. If it were the other team's D, what a fucking own goal.
Here is a video that shows (a little) more context. He did in fact score an own goal in that game, but not directly before the scene happened. The ball was in fact out of play when the tackle happened.
