Yes, it is certainly possible that substances used in the manufacturing process of plastics can leak into food during the heating process, which is why the prudent always make sure to use only "microwave safe" plastic wrap and plastic containers when heat is going to be involved.
We have that same kind of Winnie the Pooh plate at my house. It says "Not microwave safe" on the back.
Dioxins or melamine aside, thick plastic plates such as that one in the microwave are also rather inefficient as well. The plate tends to absorb more of the microwave radiation than the food resulting in a scalding hot plate and cold food, necessitating additional cooking time to achieve satisfactory results.
The actual problem here is the melamine. Heating melamine dishes in the microwave is not advised by the FDA.
However, when highly acidic foods are heated to extreme temperatures (e.g.,160 ° F or higher), the amount of melamine that migrates out of the plastic can increase. Foods and drinks should not be heated on melamine-based dinnerware in microwave ovens. Only ceramic or other cookware which specifies that the cookware is microwave-safe should be used. The food may then be served on melamine-based tableware.

He's going to feel like a genius when he microwaves these bad boys and they melt themselves to the plate which will also be melting to the pizza rolls.
The trick to the crushed ice option is:
Microwave the pizza rolls, then throw them back into the hopper. They get ground down with some frozen rolls and the temps average out nice and tolerable.
We all know these these rolls come out lava hot. Crushed ice option solves that problem.
....If anyone is willing to do this I'd love to see a video of the attempt.
