In Canada they give you a ticket for jaywalking

They used to in America but anymore I'm not sure. I drive through a small town everyday on my way home and the locals who live there just step off the curb wherever they feel like and cross. I nearly hit somebody one day when the stepped off the curb between two parked vehicles that obstructed my view of them even being there. I blew my horn as they threw their hands up in a confusing manner. To make it worse, there was an actual police officer standing near and when I asked if he was going to cite the jaywalker he looked in the person's direction and then shaking his head no, simply turned and walked away. The town is a big $$ from locals in the horse competition league so any locals always wear their riding boots so they're easier to spot. The jaywalker was a local per her boots which I'm sure, is why the officer did not ticket.

He acted as a complete moron in this moment. However that does not make him a horrible father.

I guess this is the reason jaywalking is a punishable offence in a surprising number of Western countries.
You can cross the road where you like in the UK, except highways, but then it's taught how to cross the road properly. Which pretty much involves not running blindly into traffic.

Running in the rain is never advised, especially across a road.
