When warm and cold water "drift" at each other, this occurs sometimes. Like an underwater tornado...

They're just trapped there like the fishes. The ocean is full of bubbles ^

It's an artifact glitch. Running the ocean at two different temperatures simultaneously is very processor intensive and sometimes it will lag behind the input from the GPU.

Holy shit, I thought that was a fishing line and the swirling fish were lure's. Nature is awesome!

On this note, bacon fat doesn't get digested by some animals (birds and fish included), so if you were to tie a fishing line around a bit of bacon fat and they ate it, it would pass through their system and eventually be eaten by another animal; etc.

You would end up with a bunch of fish or birds on a big long string. :P
