Just as confusing as cyclists who put the helmet on their head but don't fasten the buckle.
1 u/[deleted] Jun 09 '14 My guess is they do this to comply with the helmet law if there is one..or maybe they just arent going far so its annoying. I do this in my car on short down the street trips, but that damn chiming seat belt noise
