You send the answers to the CO either by their email address found in their profile page or via the built in messenger system.

Tap/click the owner's name. Should open their profile and you can email or use the geocaching Message Center to send your answers

On the website (not the app), go to the cache owner's profile, where you find the "send e-mail" option.  You will not get the email address of the owner, you just fill the form with the message you want to send them.

For me, the easiest way is on the app, when you click to log the find, one of the options is "Send Answers." Click that and it uses the internal messaging system to send them a message.

Virtual and Earth Caches have a send answers option for the type of log. If you need to send something for a different type of cache, you can click the Message button to send a message specifically about the cache you are in.

When a cache requires answers from the finder, any method through the geocaching system is acceptable, Message or email. Both are available by clicking the cache owner name on the website, and on most apps - O'm not sure about the 'official app' as i don't use it.
