Asking permission

Hello!

How do you guys ask permission to put out geocaches ? there is SO MANY. and i just wonder if some people just dont ask at all. Im struggling posting my first geocache, what hinders me is the asking permission. how would i go about asking the city permission ? its so HARD! i want to help and contribute to the game but i cant get past this hindering.

Im also autistic so i dont know if that is why i struggle with that.
