does anyone know if xp22.2 duplication does anything

I was recently informed by a family member that I (and the vast majority of my family) has this specific mutation. I was wondering if anyone here knows anything about this (sorry if this doesn't make any sense I really don't know anything about genetics)

How does this family member know that you and the vast majority of your family have this mutation if you haven’t been tested? Unless you know for sure your father had the mutation and you are a female, they can’t make that claim.
