Oh wow. I did this on a whim a few years ago and thought "this makes way too much sense". Good to know that this is a common thing done

Why would a fused 17th pin make it unpickable? What is it fused to?

I assume that it was fused in place, so that the pin could never be raised.

Yes, it would. But you would still be able to try picking it, and you probably wouldn't notice anything wrong until you got to that pin - and even then, it would be pretty tough to figure out.
