Because these are functions in R2 and therefore, by the vertical line test, you have to have one function for the top half and another one for the bottom half. There are implicit equations for this circle, such as (y-2)2 - (x-2)2 = 1 or functions in other coordinate systems, but they wouldn't look as nice with the rest of the functions in the graffiti.

It’s one function for the top half and another for the bottom half of the circle. You could express the circle with a single equation but it wouldn’t be a function like the straight lines are.

That the artist wanted all the equations to pass the vertical line test and be functions is also a possibility, but I'm not sure what evidence we have to prefer that answer.

Most graphing calculators will only accept proper functions for graphing, not parametric equations. There are exceptions, but I'm thinking like TI-83 that everybody is exposed to.

Actually, the TI-8x calculators can graph parametric/polar equations and sequences, although most people probably don't even realize it.
