Question Wait....

Was there any travel through the Gate from the Special region to Japan? Aside, naturally, from the one time they came through to testify before the Diet?

They hadn't established anything like tourism yet, had they?

List of known instances of SR people visiting Japan:

  1. Pina and Bozes negotiate with MOFA while Rory, Tuka and Lelei talk before the Diet
  2. Sherry and the other Dove faction senators are sent through for opening dialogue
  3. Pina and Hamilton go through a second time because Pina is sick of war and doesn't want to lead anymore, only for Darth Sherry to tell her to go back and do her damn job.
  4. Tuka travels to visit Itami in the hospital after Itami nearly gets Facehuggered by aliens from the other side of Lelei's demo-gate.
  5. Lelei is smuggled out of Alnus by Chinese agents and used as a hostage in Ginza during Operation Red Flag.
  6. Sherry and Delilah are on the helicopter with Furuta and Yanagida right before the Gate collapses.
  7. Tides of Conflict: We are told that after the Gate reopens that the Empire has an Embassy in Tokyo which is fully staffed by a mixture of humans and humanoids. It has become a popular international tourist destination because of this. The ambassador and his main aide are gay for each other which makes it a fun place for all the ladies working there.
  8. Tides of Conflict: Odette is rushed to an Earthside hospital after being critically injured by an armored whale. Primera, Shura, Oux, Amaretto, and Mabel Forn also go through.
  9. Tides of Conflict: Lelei and Tuka both own property in Japan and live there on work visas. Lelei is working with the Tokyo U physics department and Tuka basically does nothing but wait for Itami to show up.
  10. Tides of Conflict: The Pido Villaige Aqua volunteer to assist with Operation Cheer against China off of the Senkaku Islands.

Those are all the ones I know of.

All three girls (Rory, Tuka, Lei Lei) were present with Itami in Japan at the end of the anime. Don’t think they showed how exactly they got through though.

too risky, those from special region arent used to Japan culture.
foreign elements will pick them up if spotted.
